In consequence I beg to submit the following for consideration and discussion by those whom it may concern and who may think of becoming members.
The object is chiefly to assist in patrolling, doing lookout, reconnoitring and scout duty, to obtain and rapidly convey intelligence in thick weather or by night.
It is considered almost certain that a small troop can be formed if Government will provide free stabling. There would be difficulty otherwise. The cost of construction
